NOTES FROM COUNCIL: 24 FEBRUARY 2003

 

EMPOWERMENT PROTOCOL RE: TENDERS FOR LAND/LANDAND BUILDINGS: Council approved a new policy changing the empowerment protocol to ensure that those previously disadvantaged by apartheid policies would be better able to apply for tenders to buy land or land and buildings.

SECURITY MEASURES IN RESIDENTIAL AREAS: Council approved the policy proposals allowing for temporary measures to address security issues in residential areas. The document will now be circulated widely and will provide a framework for use by council officials in working with communities to ensure we address security matters. As with all policy proposals, this represents a significant first step in providing a policy framework to be in this important engagement with communities.

RATES ON LOW COST VACANT LAND: This important policy change was adopted by Council to ensure that low cost vacant land owners aren't discriminated against whilst they wait for housing funds to be granted.

REUNION SKI-BOAT CLUB: Council decided not to renew the lease of the Reunion Ski Boat club and the buildingswill be reoccupied with a view to utilising them for life-saving purposes.

BUFFELSKLOOF BULK SEWER: This tender will allow the significant upgrading of the waste water treatment in the Tongaat area.

BRIDGING FUNDS FOR HOUSING: Authority was granted for an additional R59 million to be used to bridge finance the capital infrastructure in housing projects.

FOLWENI, LAMONTVILLE NORTH WEST, NSIMBINI PHASE 2, CATO CREST CENTRAL, CONGO, UMKUMBAAN AND WIGGINS INFILL (PHASE 1), UMLAZI UNIT F11 HOUSING PROJECTS: Over R50 million infinance for various housing projects was approved.

NTUZUMAD PHASE 1 HOUSING PROJECT: Some R4.028 million was approved for this housing project.

AUDIT REPORT FOR YEAR ENDED 30 JUNE 2002: DURBAN, DURBAN METROPOLITAN, INNER WEST ANDSOUTH OPERATIONAL ENTITIES: These reports were received and remedial steps noted in the management reports accepted.

TENDERS: More than 100 additional items were adopted and/ or noted by Council.

MOTIONS FROM COUNCIL: 24 FEBRUARY 2003

 

Councillor Karen Read proposed a motion that EXCO look into ways in which we may reduce land-fills through encouraging residents to compost biodegradeable refuse.

Councillor Thami Ntuli proposed a motion requesting that a campaign be mounted to look into the `correctness' of property valuations and to find ways to assist the poorest of the poor.
